Heat pump incentives are getting more attractive for South Jersey homeowners.

Atlantic City Electric currently offers enhanced incentives for qualifying cold-climate heat pumps, including rebates of up to $2,000 through its HVAC Efficiency Program. Its separate electrification program lists incentives that can be even larger for qualifying cold-climate heat pump projects, depending on whether the new system fully or partially replaces an existing heating system and whether other program requirements are met.
That can make a heat pump replacement look especially appealing.
But there is an important question to answer before choosing equipment:
Is your house actually ready for the heat pump you are about to buy?
A rebate helps pay for qualifying equipment. It does not repair leaking ductwork. It does not increase the capacity of an undersized electrical service. It does not stop heat from escaping through a poorly insulated attic. And it does not guarantee that the heat pump being installed is the correct size for the house.

Atlantic City Electric’s current HVAC Efficiency Program lists a $2,000 rebate for qualifying ducted or ductless cold-climate heat pumps. The equipment must meet specified efficiency and low-temperature performance requirements and must be NEEP/AHRI certified. Atlantic City Electric says the additional cold-climate heat pump incentive is available for a limited period running from April 1, 2026 through June 30, 2027.
Atlantic City Electric also operates an electrification incentive program with separate heat pump incentives.
That program currently lists qualifying cold-climate air-source heat pump rebates of:
- Up to $10,000 or 50% of project cost for qualifying full-displacement projects.
- Up to $5,000 or 50% of project cost for qualifying partial-displacement, or dual-fuel, cold-climate heat pump projects.
- Additional incentive structures for other qualifying heat pump installations.
Program eligibility, equipment requirements, customer qualifications, existing heating equipment, project type, and other conditions can affect the incentive available to a particular homeowner.
That is why a rebate number should be treated as part of the HVAC decision rather than the reason for the decision.
A Rebate Tells You the Equipment Qualifies. It Does Not Tell You the House Qualifies.
This distinction is easy to miss.
A heat pump can meet every efficiency requirement on an incentive application and still perform poorly after installation if the rest of the house works against it.
ENERGY STAR specifically recommends that heating and cooling equipment be properly sized for the individual home, that existing duct systems be evaluated, and that system airflow and installation quality be verified.
In other words:
The efficiency rating belongs to the equipment. Actual comfort depends on the entire system.

There are four major things we want to understand first.
1. Can Your Existing Ductwork Actually Deliver the Heat?
If you are installing a ducted heat pump, the duct system becomes part of the heat pump.
That may sound obvious, but it changes how the project should be evaluated.
A new outdoor unit and air handler can be extremely efficient under laboratory conditions. If the home’s ducts leak into the attic, crawlspace, garage, or another unconditioned area, some of the heating and cooling you purchased may never reach the rooms where you need it.
ENERGY STAR recommends evaluating existing ducts before installing new HVAC equipment and notes that poor duct sealing can significantly reduce system performance. It also recommends checking both supply and return airflow, since undersized returns and damaged or restricted ducts can cause comfort and efficiency problems.
Why Duct Problems Matter More With a Heat Pump
A furnace and a heat pump do not necessarily deliver heat in exactly the same way.
Many furnaces supply shorter bursts of relatively hot air.
Heat pumps often provide lower-temperature air for longer periods.
That can make airflow especially important.
If one room has inadequate supply airflow, a return duct is too restrictive, or a section of ductwork is losing air into an attic, a new heat pump will not magically correct the problem.
In some cases, installing more efficient equipment simply makes an old distribution problem easier to notice.
What Davis Looks For
Before recommending a ducted heat pump replacement, the existing duct system may need to be evaluated for issues such as leakage, damaged connections, restrictive returns, crushed flexible duct, poor room-to-room airflow, insulation problems, or duct sizing that does not match the new equipment.
A heat pump rebate is useful.
Getting the conditioned air where it belongs is more important.
2. Does Your Electrical System Have Enough Capacity?
A heat pump is an electric heating and cooling system.
That means the HVAC decision can also become an electrical-capacity question.
Some South Jersey houses were built when today’s electrical loads did not exist. Over the years, homeowners may have added central air conditioning, electric water heaters, EV chargers, finished basements, kitchen appliances, additions, hot tubs, or other loads without thinking much about how close the home’s electrical service is getting to its practical capacity.
A heat pump installation may require a dedicated circuit, appropriate breaker capacity, proper wiring, and enough available electrical capacity for the equipment being installed.
And the requirements can change depending on the system design.
A heat pump that retains an oil boiler or furnace as backup may create a different electrical load than a system relying on electric resistance backup heat.
Do You Automatically Need a New Electrical Panel for a Heat Pump?
No.
Some homes already have sufficient capacity.
Others may need electrical changes.
The important point is that this should be determined before the equipment is sold whenever possible.
Atlantic City Electric’s electrification program itself recognizes this issue by offering incentives for qualifying electric-ready panel upgrades, including incentives of up to $3,000 for certain non-income-qualified projects and higher amounts for qualifying income-qualified customers.
The existence of those incentives tells homeowners something important:
Electrifying the heating system and preparing the electrical system can be two separate parts of the same project.
3. How Much Heat Is Your House Losing?
A bigger heating system is not always the best solution to a cold house.
Sometimes the house itself is the problem.
Warm air can escape through attic penetrations, poorly sealed windows and doors, uninsulated areas, crawlspaces, rim joists, duct leakage, and other weaknesses in the home’s thermal envelope.
If the house loses heat rapidly, the heating system must replace that heat just as rapidly.
That directly affects heat pump sizing and winter performance.
ENERGY STAR specifically recommends addressing major air leakage and duct problems before investing in new heating and cooling equipment because those deficiencies can sometimes be the actual source of comfort problems. (ENERGY STAR)
Atlantic City Electric also offers whole-home energy programs that evaluate a home’s energy performance and may recommend improvements such as insulation and air sealing.
Why This Is Especially Important for Cold-Climate Heat Pumps
Modern cold-climate heat pumps are capable of producing heat at very low outdoor temperatures.
ENERGY STAR’s current cold-climate criteria require qualifying systems to demonstrate specified capacity and efficiency performance at 5°F.
But there are still two sides to the heating equation:
How much heat can the heat pump produce?
and
How much heat does the house require?
Buying a more powerful heat pump is not always the smartest way to close that gap.
Sometimes reducing the home’s heat loss is the better investment.
A $2,000 Rebate Does Not Fix a $2,000 Heat-Loss Problem
This is where rebate-driven equipment shopping can become backwards.
Imagine two possible projects.
In the first home, the contractor simply replaces the old system with a qualifying heat pump.
In the second, the contractor discovers major duct leakage and an under-insulated attic before selecting the equipment.
Both homeowners may qualify for a rebate.
But the second homeowner now has an opportunity to address the reasons the house was difficult to heat in the first place.
The best heat pump installation is not necessarily the one with the most impressive equipment.
It is the one designed around the actual building.
4. Is the Heat Pump the Right Size for Your House?
This may be the most important question of all.
Heat pump sizing should not be based exclusively on the capacity of the old furnace or air conditioner.
It should not be based only on square footage.
And bigger is not automatically safer.
ENERGY STAR recommends using a Manual J heating and cooling load calculation or an equivalent engineering approach to determine how much heating and cooling the home actually requires.
What Happens If a Heat Pump Is Too Small?
An undersized system may struggle to maintain comfortable indoor temperatures during demanding conditions.
Depending on the system configuration, that could mean excessive reliance on supplemental heat, long operating periods, or rooms that never quite reach the desired temperature.
What Happens If a Heat Pump Is Too Large?
Oversizing has its own problems.
A system that is substantially larger than the home’s actual load may cycle unnecessarily, affect humidity control and comfort, and prevent the equipment from operating the way it was designed to operate.
ENERGY STAR warns that oversized HVAC equipment can cycle too frequently, reducing comfort and potentially shortening equipment life.
The correct question is not:
“What is the biggest heat pump that qualifies for the rebate?”
It is:
“What heat pump does this house actually need?”
Cold-Climate Heat Pump Does Not Mean “Ignore the Rest of the House”
Cold-climate heat pump technology has improved substantially.
Today’s qualifying systems can maintain much more heating capacity at low temperatures than older heat pumps.
That makes them particularly interesting for New Jersey.
But the words cold climate describe the capabilities of the heat pump.
They do not tell us:
whether your ducts are tight, whether your electrical panel is adequate, whether your attic is insulated, whether the return system can move enough air, whether the equipment is correctly sized, or whether your existing heating system should actually be removed.
That last question is particularly important in South Jersey.
You May Not Need to Remove Your Existing Boiler or Furnace
Some homeowners see a large electrification incentive and assume the obvious goal must be to remove their existing heating equipment.
That is not always the only option.
Atlantic City Electric’s current electrification incentives specifically distinguish between full-displacement heat pump projects and partial-displacement, or dual-fuel, projects where another heating system remains part of the home.
That can create several possible approaches.
A homeowner with a reliable oil boiler might install a heat pump and keep the boiler for colder conditions.
A homeowner with a newer furnace and aging central air conditioner might replace the AC with a heat pump while retaining the furnace.
Another homeowner may have a house and electrical system that make full heat-pump heating practical.
The right answer depends on the house.
The rebate should support that decision—not make the decision for you.

Sometimes.
