What New Jersey’s Heat-Pump Push Means for Homes With Boilers and Radiators
New Jersey is putting more attention, and money, behind heat pumps.
State programs and electric utilities are offering incentives for homeowners who install qualifying air-source heat pumps, with some of the largest incentives aimed at cold-climate systems. New Jersey is also preparing for a more connected electric grid in which technologies such as heat pumps and smart thermostats can play a larger role.
That makes sense if you live in a house with a traditional furnace and central air conditioning.
But South Jersey has plenty of homes that are different.
You may have an oil or gas boiler in the basement. Hot-water baseboards may run along the walls. Older homes may still have radiators that have been providing comfortable heat for decades.
So what happens to those houses as New Jersey increasingly encourages homeowners to consider heat pumps?
You do not automatically have to remove your boiler or abandon your radiators just because you install a heat pump.
For some homes, replacing the boiler eventually makes sense. For others, a heat pump can be added while the existing boiler remains an important part of the heating system.
And if your boiler is still in good condition, repairing and maintaining what you already own may be the smartest first move.

Yes.
New Jersey currently offers utility incentives for air-source heat pumps, including cold-climate heat pumps designed to maintain substantial heating performance at low outdoor temperatures. NJDEP currently lists residential cold-climate air-source heat-pump incentives of up to $10,000 per unit or 50% of project cost, although the amount and eligibility depend on the utility, customer and project.
The technology itself has also changed.
Today’s cold-climate heat pumps are very different from the heat pumps many homeowners remember from decades ago.
To meet ENERGY STAR’s current cold-climate designation, qualifying equipment must demonstrate a coefficient of performance of at least 1.75 at 5°F and retain at least 70% of its 47°F heating capacity at that temperature.
In other words, the old blanket statement that “heat pumps don’t work when it gets cold” no longer accurately describes modern cold-climate equipment.
But that does not mean every New Jersey boiler should immediately be replaced with one.
What Happens to My Radiators If I Install a Heat Pump?
Usually, nothing has to happen to them unless the project is specifically designed to eliminate the boiler.
This is one of the most important things for boiler-heated homeowners to understand.
A traditional air-source heat pump and a hydronic boiler distribute heat in fundamentally different ways.
Your boiler heats water.
That hot water travels through piping to radiators or baseboard elements, which release heat into the rooms.
A conventional air-source heat pump typically heats air instead.
That air might be distributed through ductwork, or a ductless heat pump can deliver conditioned air directly into individual rooms or zones.
Installing one does not inherently require tearing out the other.
Your radiators can remain connected to the boiler while a separate heat-pump system serves some or all of the home’s heating and cooling needs.
That opens up considerably more possibilities than a simple one-for-one replacement.
Option 1: Keep the Boiler and Keep Using It
This option sometimes gets overlooked in discussions about electrification.
If your boiler is working reliably, providing comfortable heat, and not facing a major failure, you may not need to change anything immediately.
An older boiler is not automatically a failed boiler.

Can a control be repaired?
Is there a circulation problem?
Is a zone not operating correctly?
Does the burner need service?

If the answer is yes, we want you to know that option before discussing a replacement.
New incentives can make heat pumps attractive, but a rebate does not automatically make a functioning boiler obsolete.
Option 2: Keep the Boiler and Add a Heat Pump
This is where the conversation becomes much more interesting for South Jersey homeowners.
You don’t necessarily have to choose one heating technology.
A heat pump and boiler can coexist.
The heat pump can handle heating during milder weather, while the boiler remains available when outdoor temperatures fall.
Imagine a Cherry Hill home with an oil boiler.
During a 50°F November afternoon, the heat pump might provide all the heating the house needs.
At 40°F, the heat pump may still be the preferred system.
As temperatures continue falling, you eventually reach a range where both systems could potentially heat the house.
The controls can then be configured around a switchover temperature.
Above that temperature, use the heat pump.
Below it, use the boiler.
The exact switchover temperature should be determined based on the house, heat pump, boiler, energy costs and system design—not an arbitrary universal number.
A Heat Pump Doesn’t Suddenly Stop Working at the Switchover Temperature
This distinction matters.
Suppose a hybrid system is configured to switch from the heat pump to the boiler at 30°F.
That does not mean the heat pump suddenly becomes incapable of producing heat at 29°F.
A modern cold-climate heat pump may continue operating at temperatures far below that.
Instead, the 30°F setting means:
For this particular house and system, we’ve decided we’d rather use the boiler below this point.
That decision can consider capacity, efficiency, operating costs and comfort.
The switchover temperature is a strategy—not a technological cliff.
Option 3: Keep Your Radiators for the Coldest Part of Winter
There is another reason some homeowners may want to retain a boiler even after adding a heat pump:
They like the way hydronic heat feels.
Radiators and hot-water baseboards provide a different comfort experience from forced-air heating.
They warm surfaces and spaces differently. There is no blower moving heated air through the room. And the thermal mass in a hydronic system can continue releasing heat after the burner stops firing.
A heat pump can be highly efficient and comfortable without recreating that exact experience.
So a homeowner might intentionally choose:
Heat pump during mild and moderately cold weather.
Radiators during the coldest weather.
That isn’t necessarily an outdated system fighting against a modern one.
It can be an intentional hybrid design that preserves something the homeowner already likes.
Option 4: Add Ductless Heat Pumps to a Home That Has No Ductwork
One of the traditional challenges with boiler-heated homes is that many were never built with ductwork.
That’s not necessarily a barrier to adding a heat pump.
Ductless heat pumps—often called mini-splits—were specifically developed to heat and cool spaces without a conventional duct system.
ENERGY STAR specifically identifies ductless heat pumps as an alternative for homes using radiator or baseboard heating. Indoor units connect to an outdoor heat pump through relatively small refrigerant and electrical connections rather than requiring an entire network of supply and return ducts.
That can be particularly useful in an older South Jersey house.
Instead of tearing open walls to install whole-house ductwork, a homeowner may be able to use one or more ductless zones.
The existing boiler can remain in place.
Now the house has another heating option and air conditioning.
Adding Air Conditioning May Be the Bigger Reason to Consider a Heat Pump
This is an important part of the conversation for radiator-heated homes.
A boiler provides excellent heat.
It does not provide air conditioning.
Historically, homeowners without ductwork often relied on window air conditioners or had to make a substantial investment to add central cooling.
A heat pump changes that equation because the same equipment can provide both heating and cooling.
So the homeowner’s decision doesn’t necessarily have to be:
“Should I replace my boiler with a heat pump?”
A better question might be:
“If I want air conditioning anyway, should the equipment I install also be capable of heating my house?”
That is a very different calculation.
Option 5: Replace the Boiler and Fully Transition to Heat Pumps
For some homes, complete replacement will make sense.
- Maybe the boiler has reached the end of its useful life.
- Maybe it has experienced repeated major repairs.
- Maybe the homeowner wants to stop using heating oil.
- Maybe the house is undergoing extensive renovation.
Or perhaps a properly designed cold-climate heat-pump system can satisfy the home’s entire heating load and the homeowner prefers full electrification.

That’s what incentives are designed to do.
But the biggest available rebate does not necessarily identify the best HVAC system for your house.
Before removing a functioning boiler and its existing distribution system, homeowners should understand what they are giving up and what the new equipment must replace.
That includes answering questions such as:
- What is the home’s actual winter heating load?
- How much heat can the proposed heat pump produce during very cold weather?
- Does the house have suitable ductwork?
- Would ductless equipment make more sense?
- Is the electrical system ready for the proposed equipment?
- What condition is the existing boiler in?
- How much useful life might remain in it?
- Does the homeowner want to retain radiator or baseboard heat?
- Will supplemental heat be necessary?
- Would a hybrid configuration make more sense?
- How will the home be heated during a heat-pump service issue?
Those questions are more important than simply asking which system receives the largest incentive.
The Boiler Can Also Provide Heating Redundancy
There is another benefit to retaining a functioning boiler that rarely receives enough attention:
You have two ways to heat the house.
Mechanical equipment can fail.
If the heat pump experiences a problem during winter but the boiler remains operational, the house may still have another heating source available.
If the heat pump needs service, the boiler hasn’t suddenly forgotten how to heat the radiators.
For some homeowners, that redundancy has real value.
It should be weighed alongside equipment cost, operating cost, energy use and comfort when deciding whether an existing boiler should remain.
What About Homes With Oil Boilers?
This conversation is particularly relevant in South Jersey because some homes still use delivered heating oil.
An oil-boiler homeowner may be interested in reducing oil consumption without being ready to abandon the boiler entirely.
Adding a heat pump can provide a middle path.
Rather than firing the oil boiler every time the house needs heat in October, November, March or April, the heat pump can handle some of those milder heating conditions.
When winter becomes colder, the boiler remains available.
The result can be fewer hours of boiler operation without immediately discarding an otherwise serviceable heating system.
For the right home, that can be a more practical transition than treating electrification as an all-or-nothing decision.
What About Gas Boilers?
Gas-boiler homes require their own evaluation.
The underlying principle is the same: installing a heat pump does not physically require removing a functioning hydronic system.
However, operating costs, incentives, existing equipment condition and the homeowner’s objectives may be different from an oil-heated home.

Your House Matters More Than the Statewide Trend
New Jersey can encourage heat-pump adoption.
Manufacturers can build increasingly capable cold-climate equipment.
Utilities can offer rebates.
But none of those things change a basic HVAC principle:
Heating equipment still has to be designed around the house.
A 1960s Cherry Hill home with baseboard heat is not necessarily the same project as a newer house with modern ductwork.
A renovated home with excellent insulation is different from a drafty house with an uninsulated attic.
A home with a healthy 10-year-old boiler presents a different decision from one with a severely deteriorated 30-year-old boiler.
And a homeowner who loves radiator heat may have different priorities from someone whose primary goal is eliminating heating oil.
There should not be one answer for all of them.

How reliably is it operating?
Does it need maintenance or repair?

Are the existing hydronic zones heating properly?

If the boiler remains part of the heating strategy, its distribution system still needs to work correctly.
The Home’s Heating Load
How much heat does the house actually require as outdoor temperatures fall?
This is particularly important when deciding whether a heat pump will handle part or all of the winter heating load.
The Distribution Strategy
Will the heat pump use existing ducts?
New ductwork?
Ductless indoor units?
A combination?
The answer can dramatically change both the installation and how the house feels afterward.
The Electrical System
The proposed heat pump’s electrical requirements need to be considered along with the home’s existing electrical loads.
A heat-pump project should not be designed in isolation from the electrical system that has to power it.
The Homeowner’s Goal
This may be the most overlooked question.
Are you trying to:
reduce heating-oil consumption?
add central air conditioning?
get rid of window units?
replace a failing boiler?
gain heating redundancy?
take advantage of incentives?
electrify the entire house?
Or simply make one uncomfortable part of the house easier to heat and cool?
Those are different problems.
They may have different solutions.
Boiler Maintenance and Repair Still Matter in a Heat-Pump Future
Even if a heat pump begins carrying part of the heating season, a boiler that remains in the house still needs to work when called upon.

And some homeowners may be best served by repairing the boiler they already own and revisiting the heat-pump conversation later.
Electrification does not have to be an all-or-nothing decision.
The more useful question is:
What role should each piece of equipment play in your particular home?
